Under Locations > All Records, select the locations which should be claimed. Once selected, choose Set Claim User.

In the resulting screen, choose the target user to which these selected locations should be assigned, and choose the Interface through which the claim action should be associated.

Click Save as shown below.

Any existing location-user associations will be removed and the requested user will be granted access to the location via crowdsourcing.
